Reopening Schools - March 3, 2021

Executive Order 2021-04

  • On March 3, 2021, Governor Ducey directed all district and charter schools to return to in-person instruction by March 15, 2021 or the Monday following spring break.

  • The Arizona Department of Health Services is required to update its dashboard to reflect the Centers for Disease Control (CDC) metrics and align the community transition phases per CDC guidance. The dashboard must include four transmission categories: low, moderate, substantial, and high.

  • The Executive Order prescribes requirements for counties in each category as follows:

  • Schools are required to notify parents within a reasonable time period that in-person learning will resume. Schools must also offer a virtual option for students at a parent's or guardian's request.

  • Regarding a COVID-19 outbreak, an individual district or charter school may only close if the local health department advises closing the entire school due to a significant outbreak that poses a risk to the students and staff. Districts must continue to offer onsite support services for students for the duration of the closure.

  • The Arizona Department of Education (ADE) must be notified by all schools by March 15, 2021 that they are complying with these new requirements and ADE must then provide a list of schools in compliance to the Arizona State Board of Education. If a school's status changes due its county's transmission category, the school must notify ADE within two hours of the change.
